Göttinger Konzept zur Entwicklung einer Methode zur Anwendung des Signifikanzkriteriums Schadenspotenzial bei der Überprüfung der Bewertung des Hochwasserrisikos gemäß EG-HWRM-RL

The European Floods Directive obliges the member states at the beginning of each reporting cycle to review and, if necessary, update the preliminary flood risk assessment including the identification of areas of potential significant flood risk. Within this framework, the Committee "Flood Protection and Hydrology" of the German Working Group on water issues recommends the significance criterion ”damage potential“ in order to harmonize the approaches of the federal states. This is to be done from the third cycle onwards, starting in 2022. This document contains a concept for the development of a nationwide uniform method for the application of the significance criterion ”damage potential“ including the damage potential assessment in the review of the preliminary flood risk assessment according to the Floods Directive. This so called ”Göttingen concept“ was developed by using different qualitative methods. It lists test and work steps with work instructions and processing notes in a structured, summarizing and transparent way. Thereby, the concept is primarily addressed to the responsible authorities. It incorporates references and requirements of relevant documents and follows a holistic approach. By incorporating a damage potential assessment, an economic assessment is integrated into the existing national procedure for assessing potential adverse impacts on “economic activities and significant material assets”. Monetary values and their spatial distribution, exposure and damage susceptibility and vulnerability are included. The result of the damage potential assessment is monetary damages, which are used as partial information for the assessment of flood risks and the identification of areas of potential significant flood risk.
